why wont my card go through when i make payments to correctional billing services?

I try to make payments and it doesnt go through this isnt the first time i had this problem .. but i made payments with the same card before and it has gone through. I ask why and the representative tell me they dont know. what could the problem be i have money and my card information matches the CBS info.

1. Just call the issuer of the card.. Could be security.. Just call and ask.
2. who knows -- anything form tighten security to just a compute foul up -- that is why i still pay the old fashion way!!!
